The Republic of Kiribati has received financing from the Asian Development Bank (ADB) and World Bank (WB) toward the cost of the Kiribati Outer Island Transport Investment Project (KOITIIP) and intends to apply part of the proceeds to recruit a Consulting Engineering Firm.

 The Consulting Engineering Firm (“the Consultant”) will provide the Ministry of Infrastructure and Sustainable Energy (MISE) mentoring and supervision services for KOITIIP Sub-Component 2.2 c) Mentoring and supervision for Construction work on Nonouti and Tabiteuea South, and Sub-Component 2.3 b) MISE Staff Mentoring and supervision for Managing Outer Island Civil Works.

 Under the implementation arrangement for KOITIIP, MISE will conduct technical engineering studies and will use the information from the studies to design and construct boat ramps, shelters, and Aids to Navigation (AtoN) Workshops on Nonouti and Tabiteuea South and to design and implement the rehabilitation work for the selected causeways on Nonouti, Tabiteuea South, and Beru. MISE will perform these responsibilities under the Force Account with the support of the Consultant.

 The Consultant is expected to commence working by November 2022 and continue to provide the Services until the Project completes in June 2026.

 The Government of Kiribati through the Ministry of Infrastructure and Sustainable Energy now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) method set out in the Regulations, and based on the following criteria.

  1. Consultant Capacity

 Interested Consultants are required to provide sufficient information to allow an evaluation of the Consultants’ corporate capacity to deliver the Services required. Where the Consultant is a subsidiary of a larger organization, it is a requirement that the parent company provides letters confirming support for the subsidiary submitting a response to the REOI. Their support should set out the degree of the financial support the parent company is prepared to provide for the Services in any manner such as by way of a guarantee.

 Interested Consultants should provide full details, in the form of a detailed narrative, of their understanding of the requirements of the Services. They should also provide details of their organization’s proposed approach and methodology to deliver the Services.

 

  1. Organization and Key Personnel

 Consultants should provide, as an attachment, their proposed organizational chart which they intend to put in place to deliver the services sought after under the REOI. They should indicate their capacity to provide backup resources if required to undertake the Services.

 

  1. Management Capacity

 Consultants are required to demonstrate that they have the Management Capacity and Systems to deliver the Services. To demonstrate this capacity, interested consultants should provide details of:

  1. Senior management and key personnel
    1. Relevant sub-contractor details
    2. Its work health and safety policy
    3. Its quality policy

 

  1. Relevant Previous Experience

 Consultants should demonstrate extensive knowledge in the planning and conduct of mentoring programs and supervisory roles in the implementation of civil projects in remote areas. This could include the description of the potential challenges the Consultant would face and the practical strategies and approaches to overcome such challenges. Consultants should include at least 3 similar projects where they have provided similar services over the past 10 years along with referees.

 

  1. Subcontract

 Please include a full explanation of any part of the services which the Consultant may intend to subcontract to another entity, including the entity to which it intends to subcontract, the services the subcontractor would perform, any existing or past relationship between the subcontractor and any particular expertise or experience of the subcontractor. 

 

The shortlist will contain three (3) to five (5) firms.

 The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 latest version 4th edition as of November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 A Consultant will be selected in accordance with the Quality Cost-based Selection (QCBS) selection method described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
