The South Tarawa Water Supply Project (STWSP) was co-financed by the Green Climate Fund (GCF), the Asian Development Bank (ADB), the World Bank (WB) and Government of Kiribati (GoK). The main objective of the project is to provide all households in South Tarawa with access to a reliable, safe and climate resilient water supply.
The Government of Kiribati's Implementing Agency (IA) for STWSP is the Ministry of Infrastructure and Sustainable Energy (MISE). MISE’s Project Management Unit (PMU) will be the core unit responsible for the overall implementation of the STWSP.
MISE PMU is seeking a qualified consultant, including those from around region for the PMU Social Development and Gender Specialist role. The initial assignment duration for this consulting role is twelve months or one (1) year, with the possibility to extend subject to satisfactory performance and project progress. The implementation phase of the STWSP is expected to take around 5 years.

Minimum Qualification Requirements
The successful applicant will have a bachelor's degree or other relevant qualifications in areas such as social science, social policy and development or similar disciplines with at least 3 years relevant work experience in implementation, administration and monitoring of projects funded by ADB and World Bank in areas of water and sanitation, preferably in social development and gender mainstreaming aspects.

The attention of interested consultants (including those referred by firms) is drawn to the ADB's Project Administration Instructions No. 2.01 (PAI No.2.01) especially Clause E (Conflict of Interest) and Clause M (Eligibility). In general, current employees of the Ministry of Finance and Economic Development (the Executing Agency), Ministry of Infrastructure and Sustainable Energy (the Implementing Agency) and Public Utilities Board (PUB) are ineligible to apply.

- Signed declaration that the applicant is not a current employee of the Ministry of Finance and Economic Development, Ministry of Infrastructure and Sustainable Energy or the Public Utilities Board.
