The Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STSP) - P176108 and intends to apply part of the proceeds for consulting services.

 On behalf of the STSP, KFSU now invites eligible individuals (Consultant) to indicate their interest in providing the Services for the following position:

 1. 1x full time Project Manager for the South Tarawa Sanitation Project (STSP).

 The Project Manager will be based full-time at the Ministry of Infrastructure and Sustainable Energy (MISE) in Kiribati to oversee the South Tarawa Sanitation Project’s (STSP) implementation of project activities, methodologies and plans to ensure the project is implemented in accordance with the Financing Agreement and relevant legislation and to provide advice and hands-on support to Technical Officers within the PMU, MISE, PUB and other stakeholders. The initial assignment will be full-time for 2 years with a 6-month probationary period, with the possibility to extend subject to satisfactory performance.

 The criteria for selecting the Project Manager are:

Essential:

  • A minimum Bachelor’s degree in a relevant qualification such as engineering, business administration, management, commerce or in a related field.
  • At least ten years demonstrated relevant experience in project management and coordination of infrastructure project activities, with demonstrated experience in managing project-related activities such as safeguards management, stakeholder consultations, partner coordination team leadership, mentoring, and capacity building, with the ability to work in coordination with NGOs, CSOs, and government stakeholders.

Desirable:

  • Experienced working in the Pacific Islands or other Small Islands States
  • Relevant experience in procurement of goods, works, and services and contract management, preferably in Externally Assisted projects.
  • Experienced on a World Bank or other similar donor’s financed project is desirable.
  • Experience working in project related with/or Water and Sanitation Sector.
  • Knowledge of Government of Kiribati National policies, acts, and regulations.
  • Good understanding of the context of the country and its customs and challenges.
  • Proven communication skills and persuasiveness in presenting, discussing, and resolving difficult issues, both orally and in writing.
  • Proven ability to deal sensitively in multi-cultural environments and build effective business relationships with clients and colleagues.
  • Proven ability to function effectively in multi-disciplinary teams within a matrix management environment.

 Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc. and with supporting documents and 3 references.

 The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
