The Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STSP) - P176108 and intends to apply part of the proceeds for consulting services.

 On behalf of the STSP, KFSU now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services for the following position:

        1. 1x full time M&E Specialist (National/International)

The Consultant will be based at the STSP Project Management Unit (PMU) in Kiribati.  The initial duration of the consulting assignment is full time for twenty-four (24) months with a possible extension subject to performance appraisal. It is anticipated the Consultant will be engaged on a full-time basis. The position would be subject to a probationary period of three months, with a performance review by MISE to determine whether the Consultant will continue to be engaged beyond the probationary period.

At the end of the 3 months’ probationary period, the Consultant’s performance review shall be continued annually.

 The criteria for selecting the Consultant are:

  • Essential Requirements – Qualification, Skills and Experience
    • At least have a Bachelor’s degree in social sciences, international development administration, econometrics, statistics or similar qualification from a recognized institution, or equivalent relevant operational qualification.
    • At least 5 years of recent M&E work experience in a field related to economic, productive, social, health or infrastructure sectors, inclusive of the cross-cutting aspects of climate resilience and disaster management;
    • Proven experience in designing and field-testing surveys and other data collection instruments;
    • Proven experience in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting;

 

  • Desirables
    • Good understanding of the context of the country, its customs and challenges.
    • Fluent in Kiribati language, verbal and written.
    • Proven experience with World Bank or Donor Agencies’ financed projects, policies and procedures;
    • Proven experience in creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project performance, accountability of stakeholders and learning outcomes;
    • Proven experience with developing M&E policies, practices and procedures;
    • Practical experience and proved track record in coordinating capacity building and training plans.
    • Experience on specific software or M&E tools

 Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc. and with supporting documents.

 The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Deadline for submission of EOIs is 31st December 2024
