Project Overview

The Kiribati Outer Island Transport Infrastructure Investment Project (KOITIIP) is one of the government projects that implemented by the Ministry of Infrastructure and Sustainable Energy (MISE) through its Civil Engineering Department, with the Ministry of Finance and Economic Development (MFED) serving as the Executing Agency.


A 52 million USD and is co-financed by the World Bank and the Asian Development Bank (ADB) and aims to improve safe, reliable, and climate-resilient transport access for outer island communities across Kiribati.
 

Project Deliverable Objectives

  • Enhance inter-island connectivity through the rehabilitation and construction of causeways, boat ramps, and maritime facilities.
  • Strengthen institutional capacity within MISE’s Civil Engineering Department through technical mentoring, training, and provision of essential tools and resources.
  • Support the Government of Kiribati’s vision for resilient and sustainable infrastructure under the Kiribati Vision 20 (KV20) development framework.


Key Components

There are four component of this project which

  1. Infrastructure Development – Design and construction of causeways, ramps, and small port facilities on selected islands including Beru, Nonouti, Abaiang, and Tabiteuea South.
  2. Capacity Building and Mentoring – Continuous mentoring of MISE technical staff by international engineering consultant firm (Sellhorn Engineering GmbH), focusing on site investigation, design of causeway, construction supervision, environmental and social safeguards, and asset management.
  3. Institutional Strengthening – Supporting MISE’s Civil Engineering Department through:
  • Recruitment of additional technical and support staff contributing directly to KOITIIP activities.
  • Provision of engineering equipment, software, and digital tools to modernize workflows and improve efficiency.
  • Investment in training, workshops, and professional development programs.
  • Strengthening coordination and knowledge transfer between MISE, MFED, and international partners to ensure sustainability beyond the project’s duration.
