Hydroplan is seeking a qualified Deputy Team Leader / Construction Supervision Engineer (National) to support implementation and supervision services for a donor-funded water supply and sanitation infrastructure project in Kiribati. The assignment involves supporting the Team Leader in overseeing construction supervision activities, ensuring quality control of infrastructure works, and assisting national counterparts throughout the implementation and commissioning phases of the project. Scope of Work The Deputy Team Leader / Construction Supervision Engineer will support the coordination and supervision of project implementation, with responsibilities including: • Assisting the Team Leader in overall coordination of construction supervision activities • Supervising construction works related to water supply and sanitation infrastructure • Reviewing engineering designs, technical specifications, and contractor submissions • Ensuring construction quality, compliance with technical standards, and adherence to contract requirements • Supporting procurement processes and contract administration for works and equipment • Monitoring construction progress, schedules, and contractor performance • Assisting with testing, commissioning, and handover of completed infrastructure • Supporting environmental, health, and safety compliance during construction • Coordinating with government counterparts, contractors, and stakeholders • Contributing to project reporting, monitoring, and documentation The role requires close collaboration with the project management unit, executing agencies, contractors, and donor representatives to ensure timely and high-quality delivery of project outputs. Minimum Qualifications Education: • Bachelor’s degree in Civil Engineering or a related field • Chartered Professional Engineer (or equivalent professional registration) preferred Experience: • 8–10 years of professional experience in water supply and sanitation infrastructure projects • Demonstrated experience in design, procurement, construction supervision, and commissioning of water and sanitation systems • Proven experience supervising civil works and managing contractors on infrastructure projects • Familiarity with international construction standards and contract management procedures • Experience working on donor-funded infrastructure projects (e.g., Asian Development Bank, World Bank) is considered an asset • Previous experience in small island developing states or remote project environments is an advantage How to Apply Please submit your CV highlighting relevant experience to i.zeiri@hydroplan.de./ info@hydroplan.de / ivanira.james@hydroplan.de Applications should be submitted no later than 23 March 2026.
