Quality Control and Inspection Division

The Quality Control and Inspection Division (QCID) is responsible for providing building engineering services for the Government Ministries and SOEs. The main responsibilities and core function of the QCID cover the followings:

  • Structural analysis and engineering design services to develop and optimize building development designs for new building projects,A group of men working on a construction site
  • Structural integrity assessment of existing buildings to recommend solutions for sustaining and/or upgrading existing buildings,
  • Site investigations to confirm the condition and capacity of the ground subjected to development,
  • Technical advisor in the planning and implementation stages including the tender evaluation process for all building development projects for the Government.
  • In addition, QCID is also mandated under the Kiribati National Building Act (2006) to regulate all public building designs to ensure they comply with the requirements of the Building Code and to ensure that all construction works are carried out to acceptable standards of quality, workmanship, and safety. QCIU core responsibility extends to ensure that the most cost-effective construction materials are procured, and procedures followed, and that climate change adaptability issues are considered in the construction of buildings.
  • The QCID’s obligations under the KNBA 2006 includes the followings:
  • Review and approves all Building Approval Application for new building projects and major building maintenance or renovation projects and issues the “Certificate of Building Approval” – refer to figure XX.

  • Conduct compliance inspection works in accordance with Schedule 2 of the KNBA 2006 to ensure all building works are carried out in accordance with the approved construction design – refer to figure XY.
  • Manages variations to the approved construction design – review and endorse variation to design if deem complying with the Building Code,
  • Issues the “Certificate of Occupancy” (refer to figure XY) and “Certificate of Completion” to the client and building contractor to allow a building to be utilized for its intended purpose and to confirm client’s successful completion of construction work respectively.

  • Work collaboratively with referral building authorities including MELAD, PUB and local governments to enforce compliance with the KNBA 2006 requirements. 

QCID core functions are carried out by a team comprises of engineers and building inspectors who are engineers to design development projects delivered by the Ministry and are obligated under the KNBA 2006 to implement, manage, and monitor public compliance to ensure the Building Act and the Building Code requirements are adhered to.
